The government distributed the Hilton Quota among 40 packing plants and 29 joint projects

The Secretariat of Agriculture published Resolution 116/2025, which allocated the 2025/26 Hilton Quota, in effect from July 1st. The quota granted by the EU to Argentina is the largest among all recipient countries, totaling 29,389 tons. It was distributed among 40 packing plants and 29 joint projects between producers and packing plants. The former received 90% of the quota (except for about 135 tons left in a free disposal fund), while the latter were allocated the remaining 10% (less nearly 448 tons of free disposal quota).

The top five beneficiaries received 37.5% of the total quota: Swift Argentina, part of the Brazilian group Minerva; Frigorífico Gorina; ArreBeef; Frigorífico Rioplatense—three locally owned—and Quickfood, part of the Brazilian group Marfrig.

In its preamble, the resolution justified the exclusion of the applicants Campo y Faena, Frigorífico Maneca, and Frigorífico Villa Olga in the Industry category, and CBA Beef Trust in the Joint Projects category, due to failure to fulfill 100% of their allocation or having renounced to it.

It was also decided that the companies Black Bamboo Enterprises, Frigorífico Alberdi, Carnes Pampeanas, and Mattievich should be considered a single economic group (Lequio group), and as such, the corresponding cap would apply if exceeded, while authorizing them to carry out their assigned volumes interchangeably across the different approved facilities. As a group, they received 2,009.7 tons.

The resolution emphasized that, due to the fire at the Frigorífico Gorina plant last February, the company was exceptionally authorized to operate commercially in conjunction with other EU-approved packing plants during the 2025/26 cycle.

In addition, new plants incorporated this cycle include Jorge Luis Tolosa, Grupo Tresnal, Pilotti, and Frigorífico Visom, along with joint projects Bulon Global, Carnes Sudamericanas, and TF Carnes.

As for the 111 tons allocated to Great Britain and Northern Ireland after Brexit, these will be distributed on a “first come, first served” basis.
