The Public Prosecutor’s Office of Paraná state is investigating a fraud scheme involving cattle transactions and the irregular issuance of Animal Transit Guides (GTA), as well as the insertion of false data into systems of the Paraná Animal Health Agency (Adapar). The operation, called “Ghost Cattle,” included search warrants in the municipalities of Jaguariaíva and Ibaiti.
According to the Special Group for Combating Organized Crime (Gaeco), the investigation began in July 2024 following a report submitted by Adapar itself. The document indicated that a public employee, seconded from the Jaguariaíva city government to the sanitary agency, was fraudulently registering cattle in official systems.
According to prosecutors, the records were made at the request of a livestock auction company and allowed the creation of non-existent animals in herd records, followed by the issuance of GTAs. In this way, the cattle existed only in administrative records and were used to generate illegal gains in commercial transactions.
